Many people ask: are impact windows required in Florida? The answer depends on where you live and what work you are doing.

The basic rule

The Florida Building Code requires windborne debris protection for exterior openings in many parts of the state, including most of coastal South Florida. "Protection" can mean impact-rated windows and doors, or approved storm shutters. So the code does not say "you must have impact windows", it says openings must be protected, and impact glass is one way.

When it applies

Miami-Dade and Broward are stricter

What "windborne debris region" means

The building code defines windborne debris regions based on design wind speeds and proximity to the coast. In these areas, glazed openings must be protected from flying debris, because broken glass during a hurricane leads to pressurization of the house. Most of coastal South Florida falls in these regions, and Miami-Dade and Broward are stricter still as the High-Velocity Hurricane Zone.

What counts as acceptable protection

If you remove windows and install new ones, the new installation generally has to meet current code, which in protected regions means impact-rated product or approved protection plus a permit. This is why many owners who start with "I just want new windows" end up with impact glass.

Insurance and lenders also care

Even where the code does not force an upgrade, insurers may price your policy based on your opening protection, and some lenders ask about it on older homes. A wind mitigation inspection documents what you have.
